We believe policy choices must be informed by science, based on collective values, and consistent with the systems transformation needed to meet societal needs within planetary boundaries.
We initiate, support and organise processes to enable coherent, systemic policy-making in Europe. We do this by bringing relevant actors together to address gaps, offer strategic problem-solving, and build system-change capacity with EU policymakers.
The European Green Deal (EGD) and broader policies servicing people, planet and prosperity are a once-in-a-generation opportunity for the European Union, but their implementation faces major obstacles. Crisis management, coupled with rising socio-economic, financial, and political tensions, have all underscored the necessity for a systemic approach to achieving a thriving Europe for all citizens.
The Systems Transformations Hub is designed to offer systemic and strategic guidance to European policy-makers across all policy areas.
The Hub provides strategic and systematic guidance, supporting European institutions and Member States in policy analysis, development, policy learning, and agile decision support. The Hub will focus on European policy, yet also on Europe’s relationship with the rest of the world.
We identified 5 “spaces” through which we believe we can have an impact:
envisioning and creating knowledge to address identified gaps for systems approach policymaking.
providing rapid-response intelligence and advice, to support short-term decision-making, on urgent and complex issues.
convening multi-stakeholder dialogues to dissect the obstacles and "super wicked problems" preventing change within our current systems and creating buy-in for solutions.
experimenting systems approaches in policy making, to demonstrate if such ideas are feasible.
coordinating the partnership and partners’ EU activities, to amplify the impact and reach of each individual organisation.
The next mandate of the European Institutions will be crucial to address the continued impact of the poly-crisis on Europe’s security and stability and to enhance resilience to future shocks and stresses.
Our aim is to develop a policy orientations for the next working programme of the European Commission. It will map the current problems and challenges in the existing provisioning systems - for example, food, built environment and energy - and suggest how to find an optimal distribution for our finite resources.
In our first policy brief, we analyse the party programmes and introduce part of our method.
Our congratulations to Ursula von der Leyen for her reappointment as European Commission president.

The five founders of the Hub, Sandrine Dixson-Declève, Kirsten Dunlop, Eva Gladek, Janez Potočnik, and Stientje van Veldhoven share the belief in radical collaboration and collectively, they bring breadth, depth, experience, and networks to the Hub.
If you agree that what Europe needs is a systemic approach to economic and social policy making within planetary boundaries, then join us on our mission.
We warmly welcome any organisation who would be interested in supporting the Systems Transformation Hub either financially or in-kind. Please contact us at:
